All India Civil Services (AICS) Tournaments

The Board organizes All India Civil Services Tournaments in 19 disciplines of sports and Dance Music & Short Play. These events are Athletics, Badminton, Basketball, Carrom, Chess, Cricket, Football, Hockey, Kabaddi, Kho-Kho, Lawn Tennis, Music, Dance & Short Play, Powerlifting, Weightlifting, Bench Press, Best Physique, Swimming, Table Tennis, Volleyball, Wrestling and Yogasana.

These tournaments are open to Central Government employees as well as civilian employees of the State/UT Governments, are held by the Board in collaboration with State/UT Governments and Regional Sports Boards. The aim of these tournaments is to give an opportunity to the civil servants to meet and know each other and compete on the field of play. The allocation of responsibility for holding the tournaments in various disciplines is decided by the Board after ascertaining the convenience of the State Governments/UT Administrations.

The Board reimburses a part of the expenditure to the State Governments/UT Administrations who host the All-India Civil Services Tournaments @ ₹60 per participant per day, including one day before and after the tournament. The results of these AICS are also uploaded on the website.

AICS Tournament Rules

GENERAL RULES FOR AICS TOURNAMENTS ORGANISED BY THE CENTRAL CIVIL SERVICES CULTURAL AND SPORTS BOARD IN COLLABORATION WITH THE STATE GOVT./ UTs / RSBs

1. Name of the Tournament

The name of the Tournament shall be All India Civil Services (AICS) Tournaments/ Competition and shall be organized under the auspices of CENTRAL CIVIL SERVICES CULTURAL AND SPORTS BOARD, Department of Personnel and Training, New Delhi in collaboration with State/UT Government.

2. Venue of the Tournament

The tournament shall be held at different centres to be decided by the Board in consultation with the organizing State/UT Government.

3. Team Eligible For Participation

  • One team of Civil Servants from Central Sectt, New Delhi.
  • One team of Civil Servants from each State Govt.
  • One team of Civil Servants from each Union Territory
  • One team of Civil Servants from each Regional Sports Board., NOTE : Under no

circumstances more than 1 team as above will be fielded.

4. Eligibility Criteria

(A) Eligible Categories

  • Civilian employees of the Central Government coming under the definition of Central Government Employees (Paid from Consolidated Fund of India and contributing to General Provident Fund/New Pension Scheme).
  • Civilians in Armed Forces Headquarters
  • Civilian Personnel working in the Office of the Police Organizations, Headquarters of I.G. of Police in State subject to the conditions that they are not eligible to participate in the Police Meets.
  • Regular State Government Employees serving in the State Government Department but not from any semi-Government Autonomous bodies/ State Public Undertakings or similar Offices.
  • RSB’s team may include the Central Government employees working under their Jurisdiction.
  • Persons employed as Sports Officers/Instructors (Sports) in offices/educational institutions/physical training institutions.

(B) Non-Eligible Categories

  • Uniformed personnel in Defence Service /Para Military Organisation/Central Police Organisation/CAPF/Police/RPF/CISF/BSF/ITBP/NSG etc.
  • Employees of Autonomous bodies/Corporations/Undertaking/Public Sector Banks even though administratively controlled by the Central Ministries.
  • Casual/Daily wage workers
  • Employees attached to offices on temporary duty.
  • A newly recruited employee who has put in less than 6 months in Regular establishment/Service.
  • Professional and Hired artists.

Notes

  • Deputation – The status of the organization in which the person is working on deputation or otherwise is to be taken into account for deciding the eligibility.
  • Identity Card : All participants are to carry individual Identity Cards issued by the concerned authority for verification of eligibility criteria at the venue of AICS Tournaments.
  • Inclusion of ineligible participants in a team will lead to disqualification of the entire team automatically and no appeal will rest against this decision.

5. Colour / Logo

All teams should wear only one colour depicting the name of the team, and any team exhibiting logo Or name of offices/Team other than given in the entry will be disqualified.

6. Flag

All team should bring their State/UT and RSB Flags in all the AICS Tournament for March Past etc. The size of the Flag should be 6’X3’.

7. Entry Form

Each competing team must submit in the prescribed proforma(Appendix-I & II) the name of the participants who will represent the team in the tournament. Complete list of players must be sent simultaneously to the host State/UT and Secretary , Central Civil Services Cultural and Sports Board at least 15 days before the start of the tournament or before the date specified for sending the entries. Before taking part in the tournament, the team shall produce a certificate from their respective State Governments/Head of the Department certifying that the participating players of their teams are eligible to play in terms of foregoing rules and that they are having more than 6 months regular service.

8. Entry Fee

There will be no entry fee for the tournament and that the Organisers should not resort to Gate Collection from the spectators.

9. Facilities by CCSCSB

  • All trophies, mementoes and individual Medals shall be provided by the Central Civil Services Cultural and Sports Board.
  • CCSCSB shall give a grant to the Organising State/UT at the rates of Rs. 60/-per person per day (including one day prior to and one day after the competition).The grant will be reimbursed to the State Government after completion of All India Civil Services Tournament only on submission documents indicated in Appendix-III.

10. Facilities to be Provided/Expenses to be borne by the Host State:

The team coming from outstation will be provided with the following facilities by the host State/UT/RSBs.

  • Conduct the matches and bear all expenses towards Stadium/Ground charges, officials/Referees/Umpires etc. and other expenses in connection with the prize distribution ceremony.
  • Provide facilities for practice.
  • Provide medical facilities to the participating teams as and when required.
  • Printing and issue of certificate of participation/Merit certificates to the participants. The certificates should invariably show that AICS tournaments is organised on behalf /under the aegis of Central Civil Services Cultural and Sports Board, Department of Personnel and Training, New Delhi.
  • Send orders of events well in time to the participating organization (at least 15 days in advance) to enable participating teams to arrange their rail reservations etc.

11. Responsibilities of Participants

  • The participants will arrange to bear the cost of their boarding/lodging at the venue. The participants as far as Central Government employees are concerned are “treated as on duty” and they are eligible to draw TA/DA accordingly (O.M. No. 6/1/85-Estt. (P.I) dated 16.7.85).
  • All the participants shall maintain strict discipline on and off the field/venue and will also ensure that the team returns as soon as their presence is no longer required at the venue of the tournament consequent on not reaching the next qualifying state. Any act of indiscipline/misbehaviour/misconduct will attract the provisions of CCS(CCA) Rules since Government Employees are treated as on duty during All India Civil Services Tournaments.

12. Draw for AICS Tournaments- The draw for the All India Civil Services Tournaments will be made out by the Host State keeping in view the previous year’s Winners and Runners- up who should be placed in different halves/groups so as to avoid any undue strain on the participating team/players. The losing semi-finalist may also be kept in different halves.

13. The date and time for each match shall be communicated to the team before hand. The tournament committee, however, reserves the right to change by itself or through its nominees, at short notice, the date, time and venue of any match.

14. The competing teams shall be required to reach the grounds at least fifteen minutes before the scheduled time of play. Any team failing to take the field within five minutes after the scheduled time may be scratched.

15. Referees’ decision shall be final and binding on the competing teams. In case of any team/teams walking off the fields of play or not resuming play after the interval, the team concerned shall be disqualified from future participation in the tournament.

16. Protest, if any, must be lodged in writing addressed to the Secretary of the Board/Tournament Committee or his nominee within an hour after the expiry of the match to which the protest relates and must be accompanied by protest fee of Rs. 500/- (Rupees Five hundred only) in cash which will not be refunded unless the protest is ultimately upheld by the Committee. The protest fee wherever forfeited on account of rejection of the protest will be deposited with the Board after conclusion of the tournament. No protest, however, will be entertained against any decision of an Umpire/Referee except on technical grounds. In all cases, the decision of the Committee shall be final and binding.

17. In the event of similarity of colour of Uniforms between two opposing teams, the Tournament Committee may prior to the commencement of the match, make one of the teams to change its colour.

18. All the championship (Team/Individual) shall be played for three places. (1 st , IInd and IIIrd). However, teams winning Ist & IInd place shall be awarded with prizes and Third place will be awarded only with certificates.

19. In all cases not covered by the above rules, the decision of the CCSCSB or by an official/Committee authorize by it shall be final and binding. The Board reserves the right to amend or alter any of the rules at any time, if necessary.
